The latest CPR guidelines are the 2015 UK and European Resuscitation Council guidelines.  The next scheduled update will not be until October 2020.

CPR is an easy skill to learn. It offers the lay rescuer the ability to help to save a life by artificially pumping oxygen-rich blood about the body. Pushing down on the chest forces blood through the heart. CPR is only needed when you identify that the patient is not breathing.

The heart stops for various reasons including, heart disease, electric shock, illness and drowning in many cases the heart goes into VF or Ventricular Fibrillation, which is described as an abnormal twitching of the heart.  When the heart is in VF it isn't pumping any blood around the body, which is why we perform CPR to keep the oxygen-rich blood around the body until an AED is available.
